OGP Pattern

The Philippines, through Philippine Open Government Partnership (PH-OGP) Lead Secretariat, DBM Assistant Secretary Rolando U. Toledo, participated online in the side event of the G20 Development Working Group Meeting hosted by Open Government Indonesia entitled, “Mainstreaming Open Government Values in Governance and Sustainable Development” held last August 9, 2022. This event aims to highlight the role of open government values and co-creation in accelerating sustainable development. Recognizing the Philippines’ active role in the Open Government Partnership, Asec. Toledo shared the country’s practices and lessons learned in achieving the SDGs through open governance and inclusive partnership.

Asec. Toledo cited that the Philippine Development Plan (PDP) is the blueprint of the Philippine government where priorities of the political leadership are translated into policy and strategy framework for which programs and projects are subsequently identified. He stated “The integration of the SDGs in the PDP is essential, as this document serves as a guide to the national budget planning and appropriations”. He also emphasized that apart from the inter-agency bodies formulating the PDP, the Philippine government values public input and includes consultations with the non-government stakeholders in the process.

In conclusion, Asec. Toledo said that the Philippines will sustain the co-creation process of the PH-OGP National Action Plan (NAP) and will include commitments directly linked to the Sustainable Development Goals (SDGs). He was joined by resource persons from different government and non-government institutions in Indonesia and East Africa.
